Why are shady and unethical companies thriving on H1b abuse so accepted?

I am not a Republican, and everyone should deserve and lead a responsible + happy life, but the job market is a competition. For each job, someone gets it and the other doesn't. The RIGHT person for the job deserves it. There is a reason there is law, and law is not supposed to be abused. I just came across a post that: Advertises a business Opelsoft LLC , and calls for experienced IT workers. The requirements? You won't believe. No skill, nothing. I am copy-pasting: Ideal Candidates: ๐Ÿ”น Hold an active H-1B visa or require a visa transfer ๐Ÿ”น Have been recently laid off or are actively seeking new opportunities What kind of "eligibility requirements" are these? I was shocked so I clicked and saw that 90% of the employees of this small business are "open to work" on Linkedin.... whaaaat? I found another LinkedIn post that seeks help for its "benched" consultants (which most of them are) For such a small company of around 25 people, it files for 20+ h1b visas per year I am not a Republican, and everyone should deserve and lead a responsible and happy life, but I am just genuinely concerned how is this okay? this business seems shady and I did not dive further but seems linked to a web of several such small businesses... do they just then outsource these "employees" to each other after procuring the H-1B?
